The Governing Body of the City of Silver Lake met in regular session at city hall on Wednesday evening January 22, 2014 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, David Linderman, Tom Noble, Heath Robinson (5) Absent: None.

Motion was made by Councilmember Bryant and seconded by Councilman Noble that the minutes from the last regular session held on January 6, 2014 be approved as amended.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Noble and seconded by Councilman Robinson that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, Tim Kampsen, David Linderman, Tom Noble, Heath Robinson (5) NAY: None. Ordinance was declared passed and was given No. 2257.

Discussion was held concerning the Pump Station #1 and #2 Rehabilitation Project. Mayor Smith and City Attorney Hanson met with Engineer Darby and a representative from Walters Morgan Construction, Inc. to discuss specifics of the project and the manner in which liquidated damages will be assessed as the project was not completed on time. Prior to any further action being taken, City Attorney Hanson would like to review the inspection time summaries with Utility Superintendent Kalcik and Building/Grounds Superintendent Taylor. Hanson will then work with Engineer Darby on proposed contract amendments which reflect all the changes due to the delay in completing the project on time. It was also mentioned that a decision has not been made about the trash basket that has yet to be installed. City Attorney Hanson will continue this discussion with Engineer Darby.

Motion was made by Councilman Kampsen to donate $500.00 to the 2014 Silver Lake After Prom Party. Motion was seconded by Councilman Noble and approved. A request was also made by the Silver Lake After Prom Committee to use the community building for a Texas Holdem Fund Raising Event with the user fee being waived. Chief Call was asked to follow up on this request as state law may prohibit the use of the building for this event.

Building/Grounds Superintendent Taylor asked council if there is a problem with him taking the backhoe and assisting the fire department if requested. Council had no problem with Taylor assisting as long as a request is made and it is an emergency situation.

It was reported that city employees have abated the violations on property located at 603 Center as the property owner failed to meet the deadline ordered by the Administrative Hearing Officer. The property owner will be billed for all expenses incurred for this cleanup.

Utility Superintendent Kalcik reported that the old water tower is in need of painting. Council agreed that they would like to have the tower inspected to make sure that painting is the only maintenance needed at this time. Kalcik will proceed with obtaining prices for an inspection.

Council was advised that the owner of property that adjoins the city property on Sage has indicated to Utility Superintendent Kalcik that he would be willing to sell this property to the city. Council told Kalcik to ask him what the selling price is.

Motion was made by Councilmember Bryant, seconded by Councilman Robinson and approved that the 2007 patrol car be repaired at an estimated cost of $2,000.00. These repairs include oil cooler lines, engine rear main seal, engine oil pan gasket, power steering line and serpentine belt.

It was reported that a water main leak on Thomas Road has been repaired.

Mayor Smith reminded council that Silver Lake Municipal Court is scheduled for January 29, 2014 at 5:00 P.M.

The council was provided information on the Silver Lake Public School Foundation Breakfast that will be held on Monday, February 17th starting at 7:30 A.M.

Mayor Smith announced that the Silver Lake Lions Club will host the meet your legislator event on March 8, 2014 at the Silver Lake Community Building.

Mayor Smith reminded council that the next meeting is scheduled for February 3, 2014 at 5:30 P.M. The following meeting will be held on February 17, 2014 at 5:30 P.M.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:40 P.M.  Motion was seconded by Councilman Linderman and approved.
