The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening January 4, 2016 with Mayor Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) Absent: None.

Motion was made by Councilman Ross, seconded by Councilman Noble and approved that the minutes from the last regular session held on December 21, 2015 be approved.

Councilmember Bryant presented the monthly financial report. She commented that everyone did a good job in curtailing the spending in 2015 as we came in under budget.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Noble and seconded by Councilmember Bryant that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) NAY: None. Ordinance was declared passed and was given No. 2320.

Mr. Eldon Roberson was present to discuss the development of five (5) lots in Block C of Lakeland Subdivision No. 1. He would like a plat footnote removed from this plat. This footnote requires Rice Road to be fully improved from Highway 24 north to the boundary of the subdivision prior to building permits being issued for these lots. City Attorney Luckman suggested several alternative options, although, council agreed that they would like additional issues addressed prior to proceeding further. After discussion it was agreed that City Attorney Luckman will contact Barry Beagle with the Shawnee County Planning Department for his advice on this matter.

Council reviewed the risk improvement survey that EMC Insurance Companies completed for the City of Silver Lake. City Attorney Luckman will respond back and acknowledge the receipt of these survey results.

Chief Call presented the monthly police report. He briefly explained some information on this report.

Councilman Robinson asked Public Works Superintendent Taylor if he has purchased the new meters for the wells. Taylor indicated that they have until December of 2016 to make this change and at this time they are reviewing the recommendations made by the Division of Water Resources.

Public Works Superintendent Taylor said he is still waiting for Shawnee County Rural Water District No. 2 to provide him an estimated fee for the city to hook onto their system as a backup contingency plan.

Public Works Superintendent Taylor asked council to consider changing their minimum call out time from one (1) hour to (2) hours. This matter was tabled to allow City Clerk Stadler time to reference the Employee Manual about minimum call out time.

Chief Call reminded council that Silver Lake Municipal Court will be held on January 27, 2016.

Councilman Kampsen thanked council for the donation made to the NICU Memorial Fund at Stormont Vail in memory of his grandson.

Councilman Robinson presented a map of streets to consider for the 2016 Street Repair Project. Public Works Superintendent Taylor will meet with a street contractor to discuss the recommendations for these streets.

Councilmember Bryant inquired as to why the holiday streamer wasn’t put up this year. Public Works Superintendent Taylor said that the city does not have the equipment to install this streamer and the individual that normally assists with this streamer was not available.

Public Works Superintendent Taylor has contacted the City of St. George and told them that Silver Lake would like to donate the holiday banners that are no longer used to their city. They were very appreciative of this gesture.

Mayor Smith commented that he thought the holiday dinner that was held after the last meeting went well and was glad that spouses were invited to attend.

Mayor Smith distributed information on the 2016 Local Government Day that is scheduled for January 27, 2016. This event is sponsored by the League of Kansas Municipalities and the Kansas Association of Counties and offers informative sessions that discuss the LKM 2016 Legislative Priorities.

Mayor Smith reminded council that the next meeting is scheduled for January 20, 2016 at 5:30 P.M. The following meetings will be held on February 1, 2016 and February 20, 2016 at 5:30 P.M.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:25 P.M.  Motion was seconded by Councilman Robinson and approved.
