REGULAR SESSION MONDAY EVENING APRIL 21, 2014

The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening April 21, 2014 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Tim Kampsen, David Linderman, Tom Noble, Heath Robinson (4) Absent: Nancy Bryant (1).

Motion was made by Councilman Robinson and seconded by Councilman Noble that the minutes from the last regular session held on April 7, 2014 be approved as amended.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Noble and seconded by Councilman Robinson that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, Tom Noble, Heath Robinson (3) NAY: None. Ordinance was declared passed and was given No. 2263.

Councilman Linderman entered the meeting at 5:35 P.M.

Wendy Madere, a representative from the Silver Lake Ball Association was present to discuss 2014 ball team donations. She updated council on how donations from the city are used to purchase much needed equipment. Last year all teams received five (5) new batting helmets. This year they will be purchasing several pitching machines. There are approximately 140 children participating this year. Motion was made by Councilman Linderman that $2,500.00 be donated to the Silver Lake Ball Association. Motion was seconded by Councilman Noble and approved.

Mike Burton, a representative from the American Legion was present to discuss 2014 ball team donations. The team this year will consist of 14 players from Silver Lake. He explained how they would use the donation this year. Motion was made by Councilman Linderman that $2,500.00 be donated to the American Legion. Motion was seconded by Councilman Noble and approved.

Russ Cobb, Hal Jensen and Sherii Farmer, representatives from Westar Energy were present to speak with council about the Westar Energy AMI meter/digital meter upgrade pilot. All Westar Energy customers in Silver Lake will get this new meter which will enable Westar to respond faster to outages and service requests. It will also allow customers access to their electric energy usage information if they have internet access. Westar Energy employees will begin installing these new meters in May and it will take approximately ten (10) days to complete. An informational meeting will be held at the Silver Lake Community Building at 7:00 P.M. on May 15, 2014, if residents want further information.

Councilman Noble left the meeting at 6:05 P.M.

Russ Cobb, also a representative from the Silver Lake Lions Club reported that the proposed lease agreement between Storm Softball Club of Topeka, the Silver Lake Lions Club and the City of Silver Lake is currently being reviewed by the Storm Softball Club. After they have reviewed this agreement, Mr. Cobb will present it to council for final approval.

The next order of business was consideration of an application for the rezoning of property located at 109 Madore St., Silver Lake, Kansas. The present zoning is “R-1” Single Family Dwelling District and the requested rezoning is “R-2” Two Family Dwelling District. Council was advised that the Silver Lake Planning Commission has recommended that this rezoning request be approved. Motion was then made by Councilman Robinson that this recommendation be accepted and that the rezoning request be approved. Motion was seconded by Councilman Kampsen and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, David Linderman, Heath Robinson (3) NAY: None. Ordinance was declared passed and was given No. 2264.

Russell McAbee was present and asked council if asphalting the alley behind his apartments located at 315 W. Railroad is included as part of the 2014 Street Repair Project. Mayor Smith explained that alleys are not a high priority if there are streets that are needing improvements and according to the priority list that Building/Grounds Superintendent Taylor has prepared for this year, there are streets that need repaired and asphalting this alley is not on the list.

Building/Grounds Superintendent Taylor reported that Walters-Morgan Construction, Inc. has begun seeding around the newly constructed pump stations. Taylor will contact Engineer Alex Darby regarding a completion time for this seeding.

The Silver Lake Scholarship 5K & 1 Mile Fun Run was held on Saturday, April 19th, 2014 and everything went well.

Mayor Smith reminded council that D.A.R.E. Graduation will be held at 7:00 P.M., May 14, 2014. He noted that he will be a speaker at this graduation.

On June 22, 2014, Officer Snyder will be hosting a Bicycle Safety Program for the Boy Scout Troop in Silver Lake.

The Silver Lake Police Department will be hosting radio training at the Silver Lake Community Building on April 22, 2014.

Councilman Linderman briefly discussed the Data Compromise Insurance that has been added to the City Insurance Policy. He said this policy offers coverage for response expenses should any city data be compromised.

The Silver Lake Prom was held on April 12, 2014 with After Prom activities being held at the high school.

Chief Call reported that Midwest Radar was here to certify the radar units on April 9, 2014.

Building/Grounds Superintendent Taylor reported that he will be installing new water service to a residence in Silver Lake and that RDR Excavating will be assisting him with the road boar.

Council received a nice thank you note for the donation the city made to the Silver Lake Easter Egg Hunt.

On April 30, 2014 a committee selected by the Silver Lake Scholarship Foundation will review and choose the recipients of the scholarships for 2014. Mayor Smith will represent the city on this committee.

Brief discussion was held concerning the liability insurance policy the Silver Lake Senior Citizens have but are considering not renewing. The senior citizens will be invited to the next meeting to discuss this matter.

Mayor Smith reminded council that the next meeting is scheduled for May 5, 2014 at 5:30 P.M. The following meeting will be held on May 19, 2014, at 5:30 P.M.

With no further business to come before council, Councilman Linderman moved to adjourn the meeting at 6:30 P.M.  Motion was seconded by Councilman Robinson and approved.
