REGULAR SESSION MONDAY EVENING NOVEMBER 04, 2019

The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening November 04, 2019 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Larry Ross, Tom Noble, Heath Robinson, Brad Bryant (4) Absent: Tim Kampsen (1). Also present were City Attorney Luckman., Police Chief Call, Public Works Assistant Smith, City Clerk Brown and Assistant City Clerk Beam.

Several students from Silver Lake Jr. Sr. High School were present to observe the meeting.

Motion was made by Councilmember Ross to approve the minutes from the last regular session held on October 21, 2019. Motion seconded by Councilmember Noble and approved.

Councilmember Bryant presented the Financial Report.

Claim vouchers in the amount of $26,411.41 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Noble and seconded by Councilmember Ross that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Larry Ross, Tom Noble, Heath Robinson, Brad Bryant (4) NAY: None. Ordinance was declared passed and was given No. 2438.

At the last meeting discussion was held on the reasons why it is sensible to raise the water rates. Motion was made by Councilmember Robinson that the base rate for water service be increased from $11.50 to $12.00 for ¾” meters and 1” or 2” meters stay at $65.50. Also, that the base rate for sewer service be increased from $21.50 to $22.00 effective with water consumed after January 1, 2020. Motion was seconded by Councilmember Noble and approved, with an Ordinance to be prepared for the November 4th meeting.

Councilmember Kampsen arrived and took his seat at 5:37 P.M.

Motion was made by Councilmember Noble to adopt Ordinance No. 2439 Amending water and sewer rates. Motion was seconded by Councilmember Robinson and was then placed on final passage by roll call of the following vote: Brad Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) NAY: None. Ordinance was declared passed and was given No. 2439.

Motion was made by Councilmember Noble to approve the cereal malt beverage application received from Casey’s General Store. Motion was seconded by Councilmember Robinson and approved.

Police Chief Call reported the D.A.R.E. cook out went well.

Public Works Assistant Smith reported the BOD had a high reading. The high reading was caused by the rainfall and high winds, but noted that the reading will even out and be normal this week.

The new lights and fixtures have been installed at city hall

Public Works Assistant Smith will purchase salt and sand soon. The 2011 Colorado had a flat tire, so a new tire will need to be purchased. The two tires were purchased for the 2011 flatbed truck will be put on this week.

Police Chief Call reported there have been more break-ins lately.

Councilmember Robinson gave Public Works Assistant Smith a name of a company to do the concrete work for the 2019 street project.

Councilmember Bryant wanted to remind council he will not be able to attend the next meeting on November 18, 2019.

Mayor Smith asked about an update on the lights at the welcome sign on the eastside of town.

The electrical work at the shelter house will be done sometime this week.

Mayor Smith congratulated the Volleyball team on their 3rd place at state.

Municipal Court will be held Wednesday, November 6, 2019.

The Annual Tree Lighting is on December 3, 2019 at the community center at 6:30 P.M.

The next meeting is scheduled for November 18, 2019 at 5:30 P.M. The following meeting is scheduled for December 2, 2019 at 5:30 P.M.

With no further business to come before council, Councilmember Noble moved to adjourn the meeting at 6:04 P.M. Motion was seconded by Councilmember Ross and approved.
