REGULAR SESSION MONDAY EVENING MARCH 16, 2020

The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening March 16, 2020, with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Larry Ross, Brad Bryant, Tim Kampsen (3) Absent: Heath Robinson, Tom Noble (2). Also present were City Attorney Luckman, Public Works Assistant Smith, Clerk Brown and Assistant Clerk Beam.

Motion was made by Councilmember Ross and seconded by Councilmember Kampsen that the minutes from the last regular session held on March 02, 2020, be approved as written.

Claim vouchers in the amount of $53,563.83 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Ross and seconded by Councilmember Kampsen that said ordinance be accepted as read and was then placed on final passage by roll call vote of the following vote: AYE: Larry Ross, Brad Bryant, Tim Kampsen (3) NAY: None. Ordinance was declared passed and was given No. 2450.

Discussion was held on the 2020 street project. Public Works Assistant Smith will get an official list of streets to City Attorney Luckman to begin drawing up documents for the bidding process.

A discussion was held on when to begin discussing the 2021 budget.

A discussion was held on vehicles cutting the corners on Walnut and Hamilton Parkway too close and breaking down the concrete curb. City Attorney Luckman is going to speak with Police Chief Call about this issue. Council directed Public Works Assistant Smith to put reflectors up to help deter this from happening.

Foley Industries recently performed a test on our generators and decided the generators need some maintenance. The estimated cost of this maintenance is $10,000 dollars. Councilmember Ross made a motion to repair the generators within the City of Silver lake city limits, not to exceed $10,000 dollars. Motion was seconded by councilmember Bryant and approved.

A discussion was held on the current procedure for unpaid water bills. Council directed staff to not shut off anyone’s water with an unpaid bill until the end of April. Council also directed staff to not charge late fees on water bills due March 31st 2020 that are paid late.

Council had discussion on the upcoming municipal court to be held on April 1st, 2020. Councilmember Kampsen made motion to move April 1st, 2020 municipal court to May 6th, 2020. With no second the motion died. Municipal court will be held on April 1st. 2020.

Councilmember Kampsen requested an executive session for 5 minutes to discuss a personnel matter.

The Easter Egg hunt will be held on April 3rd, 2020

The next council meeting will be on Monday April 6th, 2020 and the following meeting will be on Monday April 20th, 2020.

Motion was made by Councilmember Kampsen to move the city council into executive session to discuss a nonelected personnel matter. The open meeting will resume in the city hall at 6:17 p.m.

With no further business to come before council, Councilmember Ross moved to adjourn the meeting at 6:20 P.M. Motion was seconded by Councilmember Bryant and approved.
