The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening July 7, 2014 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Tim Kampsen, Tom Noble, Heath Robinson (3) Absent: Nancy Bryant, David Linderman (2).

A Silver Lake resident was present and extended an offer to the city for a donated basketball goal that could be installed at the Silver Lake Lions Club Park. This resident is in the process of moving and is unable to install this goal at his new residence. Council graciously accepted this goal which will be installed near the tennis court.

Motion was made by Councilman Noble and seconded by Councilman Robinson that the minutes from the last regular session held on June 16, 2014 be approved as written.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Noble and seconded by Councilman Kampsen that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, Tom Noble, Heath Robinson (3) NAY: None. Ordinance was declared passed and was given No. 2270.

City Accountant Nick Novelly was present to discuss the 2015 Budget. The city employees have provided him with a list of items that each department wanted to include in this budget. He tried to incorporate as many of these items into the budget as possible but some were not considered in an effort to avoid a large mill levy increase. Novelly will prepare a draft budget that includes the discussed changes and will present it to council at the next meeting.

Council reviewed a request to use the community building for a Community Foot Clinic. After discussion, motion was made by Councilman Noble to deny the waiving of fees for this use as it does not meet the non-profit use guidelines. Motion was seconded by Councilman Kampsen and approved.

Chief Call presented the monthly police report. He mentioned that overall everything went well over the 4th of July Holiday, although, Officer Snyder did have to respond to several residents shooting fireworks off on school property.

Public Works Superintendent Taylor presented the monthly public works report.

Newly hired Public Works Assistant Smith was present and was introduced to council.

Chief Call reported that the new hand held radios were recently serviced due to a recall.

On June 22, 2014, Officer Snyder hosted a Bicycle Safety Program for the Boy Scout Troop in Silver Lake. Chief Call reported that this event went well with approximately twenty (20) participants.

Chief Call reported that Bob Schwarz CFP has contacted him about hosting a hot dog roast for the public to coincide with homecoming activities on October 10, 2014. They would like to host this event in front of the police station as their property is not in close proximity to all of the activities. After discussion, council approved this request.

Silver Lake Municipal Court was held on June 25, 2014. Mayor Smith and Chief Call explained the circumstances that led to an individual being found in contempt of court and being escorted to the Shawnee County Jail.

Council was advised that Officer Ashcraft recently suffered an off-duty injury. Chief Call anticipates that he will return to duty by the end of the month.

On July 18, 2011, the city entered into an agreement with the Storm Softball Club of Topeka and the Silver Lake Lions Club. This lease agreement allows Storm Softball to use the park ball diamonds for their ball club. The council has been presented an addendum to this agreement that would extend this contract thru December 31, 2014. After brief discussion, motion was made by Councilman Noble that this agreement be extended as requested, until December 31, 2014. Motion was seconded by Councilman Robinson and approved. In regards to any future agreements, council will have to reconsider and possibly negotiate some of the terms.

City Clerk Stadler reported that Zito Media has taken care of the cable line that was lying across the sidewalk in the vicinity of 101 Sage.

The Kansas Department of Health & Environment has sent the city information regarding Lead/Copper Monitoring for 2014. Public Works Superintendent Taylor will proceed with the monitoring requirements.

The city has been advised that the workers compensation experience rating will be .91 for 2015.

A thank you letter has been received from Wendy and Danny Madere for the donation the city made to the Silver Lake Ball Association.

The city has received the County Clerk’s budget information for the 2015 Budget. This information includes the final assessed valuation from November 1, 2013.

Mayor Smith recently completed the Kansas Opinion Leader Survey.

Mayor Smith reminded council that the next meeting is scheduled for July 21, 2014 at 5:30 P.M. The following meetings will be held on August 4, 2014 and August 18, 2014 at 5:30 P.M

After discussion, it was agreed that the spraying of mosquitoes will increase to two (2) times weekly. Public Works Superintendent Taylor said they will spray on Tuesday and Thursday mornings.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 7:23 P.M.  Motion was seconded by Councilman Kampsen and approved.
